THE COMMONWEALTH GAMES 2010
QUALIFICATION PROCEDURE FOR ENGLAND WEIGHTLIFTING TEAM

Introduction
 
The Commonwealth Games Council for England will be seeking nominations from the English Committee of the British Weight Lifters’ Association for the 2010 Commonwealth Games. As there is a financial restraint the England weightlifting team will comprise of ten (10) lifters and four elite athletes with disability. The England Team will be allowed the following number of lifters and officials for the Commonwealth Games being held 03 – 14 October 2010.

The following procedure will be used to select that lifter:
(1)   Must be a current BWLA member for the period 2009 - 2010.
(2)   To be eligible, lifters must be a member of the National Registered Testing Pool (and Reinstatement Register) from 1st October 2009 and comply with the BWLA Anti-doping Controls and Procedures.
(3)   To be considered for the Commonwealth Games and Sport England Team, lifters must
a.  Meet the eligibility criteria of the Commonwealth Games Federation;
b.  compete in the British Senior Championships being held on 26th June 2010;
c.  undertake if selected
i)  to take part in the Commonwealth Games; and
ii)to maintain a proper training programme* from selection to the Commonwealth Games to ensure that the lifter will be in the best condition at the Commonwealth Games; and
iii) to attend all England squads for the preparation of the Commonwealth Games,
d.  undertake to notify the England Team Manager (Weightlifting) promptly if after selection the lifter is injured or is for any other reason unable to compete in the Commonwealth Games;
e.  undertake if selected to comply with the relevant requirements of the Commonwealth Games Council for England and the Commonwealth Games Federation.f.  To abide by the England Weightlifting Team Charter
(4)   To be eligible for the British Senior Weightlifting Championships, lifters must compete in the their Regional Championships for qualification to the English Championships and then to the British Championships.
The dates of the Regional, English and British Championships are:
Northern Open Championships   21st November 2009 Mytholmroyd.
London & South East Champs    5th December 2009  Crystal Palace
Central England Champs        5th December 2009  Oldbury
English Championships         20th February 2010 Lilleshall NSC
British Senior Championships  26th June 2010           Kilmarnock

(5)     Selection of Athletes for Weightlifting Championships.
The English Selection Committee (Sub Committee of the BWLA English Committee) will select athletes based upon performances achieved at the British Senior Championships on 26th June, 2010 and the British Disabled Bench Press Championships on 5th June 2010.

Exceptional Circumstances: In the event that eleven or more lifters qualify for the 2010 Commonwealth Games, then the English Selection Committee shall use the latest Commonwealth Weightlifting Federation Ranking List to decide the best ten lifters. In the event that less than ten lifters qualify, the English Selection Committee will nominate lifters who demonstrate potential for the 2014 Commonwealth Games. It has been demonstrated in the past that young lifters who have competed in the Commonwealth Games for development purposes have won medals at the next Commonwealth Games. 
 

(6)     Selection of Athletes for Bench Press Competition.
For selection to the Commonwealth Games Bench Press Competition, the best AH total achieved by the lifter at any of the following competitions will be considered:
 ¨          British Disabled Championships ( 5th June 2010), qualification via the UK Bench Press Championships in January.

(7)    Principles to be applied for selecting the two lifters and a reserve from a group consisting of the best lifters.
AH FORMULA  The AH formula is a recognised method for comparing lifters of different body weights in the bencn press. The BWLA does not claim that any particular formula is perfect, but will use the formula adopted by the relevant international body in order to give a clear objective basis for selection. All results will be expressed to one decimal place. The two lifters gaining the highest AH total will (subject to compliance with the conditions set out in 1 and 2 above) be selected to go to the Commonwealth Games and the lifter gaining the third highest AH total will (subject to compliance with the conditions set out in 1 and 2 above) be selected as reserve.

(8)   RESOLUTION OF CONTINUED EQUALITY
If after applying the two previous steps there is still not possible to distinguish between two or more lifters, the selection committee of the BWLA shall determine who is selected. The committee will consider the lifter’s role against the Team Charter.

(9)   DESELECTION OF A LIFTER
If a lifter selected breaks any of the obligations set out under 1 or 2 above or becomes injured or in any other way becomes unable to take part in the Commonwealth Games, the BAWLA may de-select that lifter and replace him with another member.

(10)     APPEAL
Any appeal against non-selection or deselection must be made to the BWLA Chief Executive, who will use the BWLA Commonwealth Games Appeal Procedure to investigate the appeal.
